Federal Tuition Assistance Program (FTA/GoArmyEd):

Policy changes regarding the Army's Federal Tuition Assistance Program went into effective 05 August 2018. These changes are outlined in our New Student Guide.

North Carolina Tuition Assistance Program (NCTAP):

Steps to request NCTAP funding have changed. Please visit the NCTAP portion of this page for further guidance. 


NCTAP & the CH 33 (Post 9/11) GI Bill®

With the exception of the Chapter 33 (Post 9/11) GI Bill®, State TA (NCTAP) has no impact on a service member's GI Bill benefits.

Use of NCTAP funds while Using GI Bill® Benefits Under Either Chapter 1606 or 1607

The DoD ruling barring the duplication of benefits for service members using either Chapter 1606 or 1607 only impacts the Military's Federal TA program (ie: GoArmyEd).

The State TA program (NCTAP) was not affected by the DoD ruling since it is a State funded program. Please refer to the School VA Certifying Offical Handbook dated 09 February 2015, page 87, section: Chapter 1606 and 1607 Recipients.

Students may receive Chapter 33 (Post 9/11) and State TA (NCTAP) simultaneously provided the student is not at the 100% tier rate. If at 100%, service member should be approved to receive Chapter 33, not State TA.


GI Bill® Programs:

Payment Rates:

  • Effective 01 October, GI Bill® payment rates have changed. Updated rate tables are posted on the VA's website.

Chapter 33 (Post 9/11 a.k.a. Forever) GI Bill® Transfer of Education Benefits (TEB):

  • Effective July 2019 only Service Members with no more than 16 years of total creditable service will be allowed to complete a transfer of education benefits (TEB) request.
  • Effective 31 Aug 2018, any Soldier who has been awarded a Purple Heart on/after 11 Sep 2001 is not required to have at least 6 years in service, and will not have to commit to 4 years of additional service in order to qualify for TEB. Questions regarding adverse action flags (i.e. APFT failure), minimum of 90 qualifying days of service or when the dependents are eligible to use the transferred benefits are currently under review at OSD.   


Changes to the Soldier's ERB/ORB are performed at the Bn S1 based on the memorandum from our office. Please verify the transcript and ESO memo are both in IPERMS and contact your unit Readiness NCO to update your ERB/ORB.

The North Carolina General Assembly provides tuition assistance to members of the Air and Army National Guard. Students must meet NCTAP specific requirements in order to qualify for the NCTAP.    Federal Tuition Assistance - GoArmyEd

The Department of the Army provides tuition assistance to members of the National Guard, Reserves, and Active Component. Students must apply and be approved for funding prior to the start date of classes. Click on the image to access this information.

                Joint Services Transcript

Every wonder how to get college credit from your military experience and training? The Department of Defense has worked along side of the American Council on Education to develop the Joint Services Transcript. This document provides college credit recommendations to colleges/universities enabling Service Members to be awarded credits without wasting time studing skills they already possess.               Testing Information

Wanting to retake the ASVAB, take the selection instument flight training test, or defense language proficiency test? The Education Services Office provides proctored testing on a regular basis.     College Transcript Information

Finished your degree or completed college credit and need it added to your official military record? The Education Services Office is the only authority in the State for adding transcripts to a current member's record. This section provides guidance on what we need to update your record. How long has it been since your unit has had an education briefing? Not a boring check the box briefing, but a good briefing that actually helps. Unit briefings help us clear the air of any bad information/guidance that may exist. Click on the image to access this information.



        School Representative

Are you a school employee or representative who wishes to attend a Yellow Ribbon event or visit a facility belonging to the North Carolina Army National Guard? Both State policy and the DoD Memorandum of Understanding require the State Education Services Officer to approve your access prior to the event. This section provides guidance on what is needed.     Retiring/Separating from Service

Thinking of leaving the military? We in the Education Services Office thank you for your service to both the United States of America and the State of North Carolina. At the same time, we don't want you to receive a debt notification down the road. We highly encourage retiring service members to visit this section to remind them of any additional service obligation incurred by either transferring GI Bill® benefits to a family member or by using tuition assistance. This section also notifies separating members of how benefits are impacted post-military service. Click on the image to access this information.
